Basis: Competence & Expertise
But why? What was the need?🤔👇🏻
India needed quality officers for policy implementation
• 1943: ICS recruitment
• 1948: 1st IAS batch
for 5 years, no officers were inducted!😮
Further, till mid 50s: ~7k applied & 200 selected!
Heavy shortage led to OPEN MARKET recruitments
These recruitments were made by UPSC itself for IAS/IPS/ors.
But it came on recommendations of..
EMERGENCY RECRUITMENT BOARD
Board selected on basis of:
• 1949: applicant's record + interview
• 1956: written + interview

• Regular age limit: 24
Open Market: 25-40 (45 for SC/ST)
• '49: 82 officers selected
• '56: min. income ₹300/- causing an uproar
Govt. was accused of making selections from 'top families'
Eventually, 19 SC & 4 ST candidates selected in total

Lateral entry is inevitable
It might be delayed but will make its way back soon
It is prudent to accept new ways of the new world
Indian bureaucracy needs experts & technocrats
To the point of Social Justice,
the recalled notification had reservation provisions
The govt. shall propose a plan keeping in mind:
