First, who was Vishwakarma?
Two designations credited to him:
• Architect of the gods
• God of architecture, buildings & crafts
He is also believed to be presiding god of:
Engineers, architects, builders, carpenters and craftsmen.
What’s more to his credit?
Made divine weapons like:
• Lord Vishnu’s Sudarshana Chakra
• Ravana’s Pushpaka Vimana
• Maya Sabha for Pandavas
• Dwarka for Lord Krishna
• Lord Shiva’s trishul
• Indra’s Vajra
Lord Vishwakarma is widely worshipped among the laboring class for success in the respective profession
Okay, CSEWhy! Tell me about the scheme now
Let's start from the start:
a) Statistics of Unorganized sector
Economic Survey 2021-2022:
• 44 crore Indians work in unorganized sector ('19-'20)
• ~29 crore workers are registered on e-Shram portal
e-Shram portal issues a card & 12 digit unique number
In case a registered worker meets an accident,
they will be eligible for
• ₹ 2,00,000/- on death
• ₹ 1,00,000/- on partial disability
b) So, what's the scheme?
A Central Sector Scheme with👇🏼
Nodal ministry: Ministry of MSME (MoMSME)
Implemented jointly by:
• MoMSME
• Ministry of Skill development & Entrepreneurship
• Department of Financial Services, Ministry of Finance
Objectives:
• Aim: To transition artisans into formal sector
• To develop competitiveness for global markets
• To provide end-to-end support to artisans who work w/ hand & tools
Features
• 13,000 crore outlay for 5 years from 2023-2028
• Skill development training w/ ₹500/- daily stipend
• ₹15,000/- for purchase of contemporary tools
• PM Vishwakarma certificate & ID card
• Loan: ₹ 3,00,000/- loan at subsidized rate of 5%
a) ₹ 1,00,000/- at first
b) ₹ 2,00,000/- after 18 months based on performance
Beneficiaries
18 craft tradesmen covered from range of:
Blacksmith to Goldsmith
Carpenter to Weaver
Tailor to Washerman.. ..and 12 more!
Okay, CSEWhy, will this scheme solve all problems?
Ah! No. It has its own challenges.
c) What are these challenges?
• Population Coverage Scheme is set to cover 30 lac families in all! Such families are estimated to be 70 lacs in the country
• Limited investment ₹ 13,000 crore outlay for both urban & rural areas It translates to ₹ 2,600 crore per annum (quite inadequate amount!)
• Distracted goal The goods from artisans can’t compete with those from modern industry If given a choice, the artisans today or their generations tomorrow will want to escape this profession
Going by this emotion, the design of scheme needs to inculcate multi-dimensional coverage

d) What is the way forward?
Handlooms & handicrafts are the second-largest employers after agriculture in India. Therefore,
• Limit the red-tapism to prevent harassment
• Other than credit, focus on community clusters
• It shall not be reduced to a mere activity on paper
• Prevent harassment of artisans in hands of creditors
• Explore synergies with One District One Product Scheme
