1. Map the hazard risks
Identify the variability-related impacts
Map its associated hazards risks at hyper-granular level
Incorporate hard and soft losses (infra & livelihoods)
Aim to enhance the early warning systems & forecasting
Put in place a monsoon variability index to track critical vulnerabilities at micro level of block and macro level of the district
Blend finance strategies
Blend public and private capital to deal with risks of financial variability
Have regular disclosures by Task Force on Climate related Financial Disclosure to give planning space for effective risk transfer mechanisms for capital owners
Go back to basics
Prioritize restoration of ecosystems of nature like wetlands, mangroves & forests
Restore the degraded land in a sustainable manner to halt biodiversity loss
Further, away from use of alarmist language on climate change, it is imperative to persuade all sections of the society for the shared responsibility to make India ready for monsoon variability. Any delays are harmful for both, the generation today and the one to come tomorrow.
